PUBLIC STATEMENT LETTER

Dear Suppliers, Customers and Business Partners,

Since the Government of the United Kingdom designated the Company under its “Sanctions” list on June 16, 2026, the Company has proactively taken measures to respond to the matter. In order to ensure that all business partners are kept timely informed of the relevant circumstances and to minimize any unnecessary misunderstanding, the Company hereby provides this statement regarding the potential impact of the “Sanctions” matter on its day-to-day business operations, the Company’s compliance efforts, and its future course of action.

I. Regarding the Company’s Business Operations

The Company is fully aware of the potential impact that the “Sanctions” matter may have on its business operations and is taking various measures to actively address the matter and mitigate any adverse effects.

At present, all production and business operations are proceeding normally and in an orderly manner. The Company’s core team remains stable, its supply chain system continues to operate effectively, and there are no material impediments to the fulfillment of customer orders or the provision of related services and support.

II. Regarding the Company’s Compliance Efforts

At the end of June 2026, the Company submitted a formal request for information disclosure to the competent UK authorities, seeking disclosure of the reasons and basis for the “Sanctions” designation. The Company received the relevant disclosure materials on July 24, 2026.

As of the date of this Letter, the Company has completed its legal analysis of the disclosed materials and has engaged a professional legal counsel team with extensive experience in international “Sanctions” compliance to work jointly with the Company’s legal department. Based on the disclosed materials, the Company has initiated an in-depth internal review and investigation.

Based on the internal review conducted to date, the Company has not identified any circumstances indicating that it has engaged in regulatory circumvention, knowingly assisted any third party in the unauthorized or unlawful use of its products, or intentionally circumvented applicable export control requirements.

III. Regarding the Company’s Future Course of Action

Primarily, with respect to its business operations, regardless of changes in the external business environment, the Company will continue to conduct its business in accordance with applicable laws and regulations, pursue independent innovation, ensure the stable operation of its business activities, and further promote the international development and application of BeiDou technology in civilian fields, including precision agriculture, surveying and mapping.

Furthermore, with respect to its internal compliance development, the Company will continue to adhere to the principle of lawful and compliant operations, comply with all applicable international trade laws and regulations, and further strengthen its compliance management system. Where applicable, the Company will maintain constructive communication with competent authorities, regulatory bodies, customers and business partners.

Conclusively, with respect to its response to the “Sanctions” matter, the Company will, based on its compliance self-review and investigation, further enhance its international trade compliance management and, following a comprehensive assessment, take appropriate measures to safeguard the Company’s lawful rights and interests.
